A special program that aims to address jail congestion through the early release of low-risk, first time-offenders or persons deprived of liberty (PDLs). The applicants can be released through bail and other modes and mechanisms of corrective actions.

Upon release from detention, the participants are monitored to make sure they attend court hearings and they are referred to partner agencies for educational, emotional and livelihood services. These activities increase public safety and prepare the participants for reintegration into society as law abiding citizens.
