Last July 17-19, our Chief Consultant, Dr. Raymund Narag, and our Supervising Program Officer, Mr. Derek Santos served as subject matter experts for the 3-day seminar entitled "The Principles of Effective Jail Management and Introduction to the Nelson Mandela Rules". Officers from four jail facilities in Cavite Province took part in the seminar thanks to the initiative of Bacoor City Jail Male Dorm Warden, Supt. Christopher Penilla.
An effective jail management involves maintaining security, promoting rehabilitation, and upholding human rights. This involves strict protocols for PDL classification, supervision, and security measures. Rehabilitation programs address criminal behavior's root causes, while respecting PDL dignity requires fair treatment, access to resources, and communication.
A strong leadership, well-trained staff, and collaboration with community organizations enhance the environment. These principles help jails fulfill their aims to rehabilitate and reintegrate PDL into society by providing various programs and services tailored to their needs.
With wardens like Supt. Penilla, and the highly capable and idealistic jail officers of Cavite Province, we are confident that the BJMP strives not only to manage jails effectively but also to contribute positively to the rehabilitation and transformation of individuals, ultimately aiming for a safer and more just society.
