For eight weeks last July and August, Dr. Clarke Jones, Mr. Dai Tanaka, colleagues from UNAFEI mentored officers from the Philippine Parole and Probation Administration to develop their own Criminogenic and Risk Assessment Tool (CARAT) to determine the level of risk of their clients.
We introduced the Risk Needs and Responsivity (RNR) principle to understand the risks for reoffending among the clients. We developed questions that are appropriate to the Filipino clients.
We assisted the Technical Working Group on Programming to craft three programs that addresses three BIG 8 factors (Criminal thinking patterns and cognitions, Antisocial personality, and Substance abuse). The TWG developed programs that are compatible with the Filipino culture and administrative capacities.
Now, the TWG finally completed the rough draft of the three programs. They also designed mechanisms on how to properly document its implementation.
The next step is to get the approval of the Agency leaders and to coordinate with the partner agencies. We are ready to pilot test and determine kinks in implementation.
