SC: Persons Convicted of Heinous Crimes Still Entitled to Good Conduct Time Allowance

In a landmark decision, the Supreme Court restored the right of all PDL to avail of the Good Conduct Time Allowance (GCTA) long as the prisoner is in any penal institution, rehabilitation or detention center, or any other local jail. This is truly game changer that should benefit PDLs that behave well in prison.
